IMHO, if you feel the need to open carry as an average citizen, you probably have issues. Or live somewhere with cougars. If its the latter (and I don't mean the kind you find at a bar), I understand. That being said, I like shooting shit, its fun (and by shit, I mean at targets...Hubby would say targets and food).
