...Since its inception in 2008, the GAIAE has released nearly 2 million fatwas. The fatwa on the Mars mission is now among them.

It's an interesting argument. I think they've passed judgement too early but it does serve as a reminder that a one-way mission requires exceptional amounts of preparation. Without exceptional prep for a host of problems, the accusation that such a mission is suicide will have merit. That said, 5-9 years from now as the preparations unfold, the organization may repeal its decision. They appear to be historically pro space travel so it's just a matter of making the mission non-suicidal.

Any Islamic Institution can issue a Fatwa/Fetva. They used to do it to depose Sultans, different Sunnah and Shi'a organizations issue fatwahs all the time against each other. Any Fatwa can be formally rescended.
