3. Regarding people out on bail for violent crimes - People in western countries are painfully conflicted. They want to be both forgiving/caring and tough on crime. Both choices have undesirable consequences, in application (as opposed to theory) they don't both work together well at the same time. Maybe they can, but application is a beeyatche.
