Before I could really answer that i'd have to know how the question is defining witchcraft.
Consider the psionics aspect that some practices claim and many of their spells, ceremonies, rituals, etc function under then yes psychic ability is a must. Yet if witchcraft is nothing more than potions, herbs, spells then no. If it is defined against a spiritualism and belief in a divinity then I think while not a requirement it is an enhancement that allows one to connect on multiple levels with the divine or spirit realms.
But like I said depends entirely on how one is defining "Witchcraft".I'm Only Responsible For What I Say Not For What Or How You Understand!

To answer the thread question more directly: sometimes yes, sometimes no. I tend to define magic as pertaining to the individual will, so I do think that one's own natural talents with certain magic acts and the strength of one's own willpower can have a determining effect.Last edited by Louisvillian; 26 Jul 2016, 22:22.

Although I beleive that we all have psychic ability to some degree or another so it's a moot point as we can all therefore perform witchcraft.

No, not at all. While I've had some instances of clairvoyance, and even some of telepathy, I don't think any magic I do really has anything to do with psychic abilities.

When I first started studying wicca from whatever I could find in my local library, I came by a system that I thought was universal to all wicca, but have actually never seen since.
It said that wiccans study 4 different areas and they were;
Spellcraft; spells and magic
Wortcunning; herbalism
Worship; prayers, rituals and seasonal celebrations
Clairvoyance; psychic development and divination
The book then said that most wiccans will specialise in just one or two of these areas, and that with the exception of worship, not all wiccans practiced all of the above.
Maybe it was this book's influence on my early development, but to this day I still consider magic and clairvoyance to be separate arts. The most important aspect of casting a spell in my opinion is clear visualisation of your goal. You're sending images outwards from within. Clairvoyance involves the complete opposite in that you're inviting images/messages into your mind from outside of yourself. If anything any invasion from external messages during a spell could interfere with your visualisation and thus hinder rather than aid your magic!
So no. While it may be true that a lot of magical types are also attracted to the idea of developing their psychic ability (and I believe anyone can do so if they wish), I don't think this ability has any bearing on one's magical skill in the slightest.夕方に急なにわか雨は「夕立」と呼ばれるなら、なぜ朝ににわか雨は「朝立ち」と呼ばれないの? ^^If a sudden rain shower in the evening is referred to as an 'evening stand', then why isn't a shower in the morning called 'morning stand'?
