When should an organization be considered a charity? Are there organizations or causes that should NOT be considered a charity? Should charities pay taxes? Should they be allowed to lobby in politics?

In the UK, convents and even elite public and private schools (okay, the meaning is a bit different here from the US, but what I'm getting at is schools that charge very high fees) are often registered charities. I really dont' agree with this.
