Search for a program named Ifranview,it is free,and is a great picture viewer AND you can rotate photos to and save them in the new orientation. Also it can do a lot of tweeking of photos too.

My mom is an animal person. She recently found out that she's allergic to dogs, but she "isn't going to get rid of her babies".
