Who hires your principals?
Here, all that is often done by school board or a hiring committee for the superintendent (who is generally hired by the school board).
The school board is anyone that can get elected--no educational experience necessary, no human resources or managerial experience necessary. I'd guess that either the school board or the hiring committee got a batch of resumes from the HR person for the district (whose real experience is taking care of payroll issues and checking to make sure teachers are properly licensed and submitting their fingerprints for a background check), who probably looked at the resume and said, "huh, looks okay to me" and thought that they'd called references, etc. But how many overworked, low paid HR people managing a district with what is probably dozens of teacher to check to make sure the university is accredited properly, etc. Especially if they went to school 20 year ago?
